- timezone update 2021c:
  * Revert almost all of 2021b's changes to the 'backward' file
  * Fix a bug in 'zic -b fat' that caused old timestamps to be

  * Jordan now starts DST on February's last Thursday.
  * Samoa no longer observes DST.
  * Move some backward-compatibility links to 'backward'.
